Gary The Mugger.
Gary was one of the muggers who tired to mug Councillor Murray in Heroes And Villains (25th December 1996) but were interrupted by Derek "Del Boy" Trotter and Rodney Trotter in Batman and Robin costume and mistook them for the real duo and all ran off. And later he was caught by Del boy and is arrested by police.
